The purpose of this study was to determine how effective three groups were in obtaining their desired legislative objectives during the state budget process. A commonly held opinion is that interest groups have become so powerful they are able to pressure legislators into providing them with their desired policy outcomes. Allegedly, this is accomplished by the strategic use of financial and lobbying resources to force legislators to vote in the interest group's favor on preferred legislation. This study sought evidence to support or question that theory. Specifically, this study used a qualitative approach to investigate the effectiveness of three Wisconsin interest groups---Wisconsin Education Association Council (WEAC), Wisconsin Manufacturers and Commerce (WMC), and Wisconsin Professional Police Association (WPPA)---at obtaining their political objectives during the 2003 Wisconsin state budget session. Using data obtained from document review, field observation, and individual interviews of lobbyists, interest group staff, and policymakers, five questions were explored: (a) What were each group's objectives? (b) How effective was each group in obtaining its policy objectives? (c) What effect did the budget context have on group effectiveness? (d) In consideration of the budget context, what influence techniques did each group use? (e) What were legislators' perceptions of each group's effectiveness based on specific performance effectiveness criteria?

Wisconsin's 2003 budget deliberations began January 2003, ended July 2003, and covered

9 billion in appropriations. The state was experiencing severe financial problems and faced a

.2 billion deficit. The budget session included significant competition and conflict between interest groups, particularly energetic interest group activity, and a decline in the level of cooperation between legislators and lobbyists. The high level of competition, activity, and tension produced by these conditions created ideal conditions for the study.

Findings indicated one group---Wisconsin Manufacturers and Commerce (WMC)---obtained most of its objectives. WMC's effectiveness resulted from its reputation and ability, relationships with legislative leaders and rank-and-file legislators, support of legislators in re-election campaigns, and party affiliation. WMC was also perceived by legislators to have been the most effective group, and it was ultimately legislators' perceptions that mattered most.
