The purpose of this study is to examine the relationship between the types of communities and levy referenda outcomes of school districts in the state of Missouri that ran a levy issue on the April 2004 ballot. The study used archival data from the state of Missouri on the levy ballot referenda, levy outcomes, district enrollment, and district land usage based on assessed valuation.

The seventy districts in the study were categorized into five community types based on enrollment and land usage. The five types of communities in this study were: small rural, mixed rural residential, older growing suburb, residential suburb, and small/medium city. This research paper was a correlational design and sought to analyze the relationships between the levy outcomes and the community type, district enrollment, number of other school referenda on the ballot, levy amount, and land usage.

Overall in this study, 75.7% of all district in the sample had their levies approved by their voters. The community types that had the highest and lowest success rates in the election were small rural communities with 90.9% and mixed rural communities with 60.7% levy approval by their voters.

No significant relationships were found between the community type, levy amount, or the number of referenda on the district ballot. Significant relationships were discovered between the levy outcome and the district enrollment in small rural and older growing suburb communities. In addition, a significant relationship was found between land usage and the levy outcome in small rural districts.
