The purpose of the study was to examine the educational system in the People's Republic of China during the post-"isolation" period between 1977 and 1981 based upon the direct observations of American educators who viewed functioning programs.

The Delphi technique was used to ascertain a consensus concerning the characteristics of education programs observed and reported by a selected group of 79 American educators. This process resulted in statements in the areas of school facilities, instructional materials/curriculum, mode of instruction, classroom atmosphere, admissions and attendance procedures, teaching staff, organization and structure of schools, relationship between work and study, and education's relationship with the larger society. The concensus statements were then compared and contrasted with the writings of contemporary North American authors.

The resulting seventy-two consensus statements in the study provide a comprehensive description of the educational programs in the People's Republic of China as interpreted by a selected group of American educators. The study was validated against and consistent with contemporary authorities writing on the topic.
