This study focused on the examination of the creation of a professional culture within an Art Department and the role that it played in the development of an elementary art curriculum. It documented the journey from the initiation of the Five-Year Plan, which laid the groundwork for the curriculum project, to the creation of the culminating innovative curriculum manual. The study included an exploration of the impact of the pre-history and beliefs of the participants in the curriculum writing project, as well as the leadership style of the administration. Particular attention was paid to the efforts of the art leadership to create a collegial environment, within which teachers would assume ownership of the project. The impact of the dynamics and changing relationships among the participants as the professional culture evolved, and the effect of staff development upon the process, were also analyzed in an attempt to fully understand the complex nature of educational change as it relates to curriculum development.
