The purpose of this study was to examine the extent to which Taiwanese technical college students are satisfied with the skill tests that the government requires them to take and to examine the participants' need for the government to improve skill tests. The sample for the research was comprised of 420 randomly selected technical college students from six technical education institutions in Taiwan. All sample members (100%) returned completed surveys.

A 47-items survey was developed by the investigator. The survey primarily employed a five-point Likert scale format and was subjected to expert panel and pilot study scrutiny before distribution to college and university students. The mean score and standard deviations of questionnaire were calculated to determine the degree of importance and to identify participants' needs. Data from the questionnaire were analyzed to determine significant differences in the mean scores of respondents' perceptions of the expectation, job protection, consistency of difficulty in the skill tests, fees, number of test centers, and appropriateness of difficulty of the skill test based on their demographic characteristics.

The result showed that most participants believed the fee associated with skill test is reasonable. Passing the skill test can increase job security, advance in status, and is beneficial in finding employment. The majority of participants also were satisfied with the number of test centers and variety of skill test areas. Most participants tended to agree that schools and teachers helped them to pass the skill test. Among the conclusions to merge from the study was that participants took skill test for themselves, not to meet the expectations of schools, teachers, and their parents. Other conclusions were that technical education students in Taiwan do not express strong feelings regarding the skill tests and their demographic characteristics do not appear to influence their perceptions regarding the skills test.
