The researcher conducted a case study during the fall of 2000 to report on the Arts Outreach Drama Program at the Centerville Community Center in Louisville, KY. The Arts Outreach Drama Program is an education program offering of the State Arts Center whose purpose is to bring arts experiences to at-risk youth in local community centers. The site of Centerville was selected by the Arts Center to be the focus of this case study. Data was collected through field observations; interviews with participating staff, children, and parents; and documented program goals. Resulting analysis of data showed that, though in general the program was positively viewed by those directly involved, field observations raised several issues of concern, with regard to program quality. Factors contributing to this concern included poor attendance, inconsistent classroom management, lack of community center administrative and parental support, product-driven focus, inadequate program facility, inadequate teacher preparation, and lack of significant evaluative measures of program goals and objectives. Interviews suggested a lack of communication among all involved. Recommendations regarding restructuring of the program format include process-oriented focus, ongoing communication among participants, implementation of program evaluative measures, teacher training in drama classroom management techniques, examination of program facility, and mobilization of community/parental support. Several model programs are discussed in the literature review for the consideration of the sponsoring agency should the administration wish to restructure the program.
