This dissertation analyzes the cultural politics of the discourse and process of globalization of education in Thailand in the period 1990--2007. It begins by providing a theoretical and historical introduction to the way in which the developmental state in Thailand has sought to recast and use schooling to reform Thai society, polity and culture to meet the threats and opportunities of globalization. It then goes on to examine the structural (political economic) and conjunctural (social) changes which have propelled the Thai developmental state in this direction. In the second section, the perspective shifts to the internal cultural politics of international education. It traces this both historically, since the mid-19th century in Thailand, and globally, since the 1960s, before turning to an analysis of the cultural micropolitics within one international school.

Throughout the thesis, issues of race, gender and class foreground the postcolonial framework which guides the analysis. It is argued that race and racism occupy a central place in the work of international education and that by uncritically encouraging and supporting such education, the Thai government is unwittingly supporting this destructive structure of attitudes and reference among Thais. One of the core insights of the study is that from a short term perspective, the promotion, dissemination and learning of racism may be consistent with the drive to become more competitive under conditions of neo-liberal globalization. The study ends with broader theoretical reflections on the multicultural and postcolonial challenge to this form of regressive internationalism in Thailand.
