1,174,700 was allocated using this method. The selection of measures and the weight placed on each directly determines funding allocation for each university. It is important that the public, legislators, administrators, teachers, parents and students understand the process of allocating funding to the universities. The current process is not based on any clear research based algorithm and this weakens trust in and the value of the methodology. Research into an alternative method was needed to improve knowledge and practice in this area. The purpose of this dissertation was to define an alternative model, based on current research, for measuring university efficiency. The focus was on the same eight performance indicators currently used to allocate funding. How could PSSHE measure the efficiency of each of the fourteen universities? Data Envelopment Analysis (DEA) was used for this dissertation. Data Envelopment Analysis is based on mathematically sound linear programming. A DEA rank was computed for each of the eight PASSHE measures. The PASSHE ranking was compared to the DEA ranking for each of the eight measures. The statistical significance of the disparity between the two rankings (PASSHE and DEA) was determined using the Sign Test and the Spearman Rank Order Correlation Coefficient.The fourteen universities in the Pennsylvania State System of Higher Education (PASSHE) are allocated performance funding based on eight measures (Degrees Awarded, Second Year Persistence Rate, Graduation Rate, Faculty Productivity, Employee Diversity, Personnel Ratio, Instructional Cost, and Faculty Terminal Degrees).
