Although it appears that scientific misconduct has always been a part of science, it is only within the last two decades that any action has been taken to formally address this issue, as initiated by the federal government. This paper has three objectives: (1) follow the evolution of the definition of scientific misconduct, (2) examine the difference between investigating misconduct from the perspective of not having a pre-established policy in managing allegations as compared to an investigation that did, and (3) explore how research institutions can promote a culture of research integrity.

The literature indicates that an underlying concern is the creation of a definition that leaves scientist open to accusations. Determining when research activities are considered scientific misconduct is vital to research institutions (as well as researchers) as allegations and subsequent investigations are tremendously effective in ruining scientific and institutional reputations. In comparing two cases of scientific misconduct, it was found that the case that did not follow a preset policy on investigating scientific misconduct was more chaotic and allowed emotions to determine the next course of action as compared to one that followed an established process. Having a policy in place to manage allegations of scientific misconduct enables the research institutions to secure records and initiate an unbiased investigation as quickly as possible. The ideal, however, is the responsible conduct of research throughout an institution, eliminating allegations of misconduct and their subsequent investigations. One way to promote a culture of research integrity is through education and training.
