Thesis (Ph.D.)--University of Houston, 2008.
There has been a significant amount of literature written on the United States military during the Vietnam era. However, very little has been done on the experience of African American military officers during this period. The history of African Americans in the United States military has predominately been written from a top down perspective. On the subject of Black officers official military history has failed to capture their unique personnel challenges in midst of the Civil Rights and Black Power movement of the 1960s. During this decade the race was experiencing a new cultural awakening and was disillusioned by the broken promises of President Lyndon B. Johnson's Great Society. This dissertation attempts to weave the memories of African American men and women who lived through the Vietnam War into a historical narrative that explains the event from their perspective.

Using oral history interviews and primary sources this dissertation explores the journey of the typical African American military officer from their time at Historically Black College ROTC programs, to the jungles of Southeast Asia where they not only fought the Vietnamese, but also struggled against systemic and institutional racism within the armed forces. Because institutional racism was endemic within the officer promotion structure African Americans had been rated unfairly since the modern officer efficiency reporting system was implemented in 1947. Despite unfair promotion African American officers served faithfully and chose to work within the organization and overwhelm their detractors with high levels of competence.

By the late 1960s and early 1970s the United States military was aware that it had a race relations problem, but it was in no hurry to acknowledge it publicly because this would damage its image as the country's leader in equality. This study also examines how America's military was tearing itself apart from the inside, due in large part to racial tension within the organization, and how it devised a system based on education that slowly counteracted decades of racist social custom that existed within the armed forces through the Vietnam era.

One voice that has been silent, but is important to understanding the world of African American officers during Vietnam is the memory and experiences of their wives. These women kept the home fires burning during uncertain times and were a quiet source of strength and dignity for their families. In an era of unrest, most of these women did not waiver in their commitment or support for their husbands, even though many endured unfair housing and segregated schools for their children.

The conclusion indicates that the majority of African American officers in spite of unfair promotion, institutional racism, and segregationist attitudes remained committed to the uniform. This did not mean they were content with their condition. The prudent course of action they took was to work within the established military system to bring about change and improvement for the next generation of African American officers. By carrying out their duties as competent professionals they were able to convince many of their critics that excellence knows no color.
