The Ministry of Education in Thailand is responsible for the development of educational materials and the design of the curriculum for grades 1-12. Within the Ministry, the Institute for the Promotion of Teaching Science and Technology (IPST) is responsible for developing curriculum materials in science and mathematics. The mathematics materials used between 1978 and 1991 were a revision of 1960 traditional elementary mathematics curriculum. In 1992, IPST produced a major revision of 1983 materials. In order to update the 1978 elementary mathematics curriculum, IPST was told by the Ministry of Education to revise textbooks and teachers' guides. The revised textbooks and teachers' guides for sixth grade were scheduled to be used in 1992. The purpose of this study was to compare the achievement of pupils using the old and new materials respectively, for grade six in three areas: computation, understanding of concepts, and story problem solving. The problems, concepts, and computation involve multiplication and division of decimals. This study used an experimental design called the Random Replications Design. Under this format intact class groups are assigned to each treatment at random. In other words, the class group was the unit of sampling and the unit for statistical analysis. The study sample included 1,075 sixth-grade students in 26 classes from 13 schools. The schools were selected from a list of all elementary government schools in Bangkok, Thailand. The two classes from each school were equivalent in mathematics achievement in the judgment of the mathematics teachers of each school. One class was randomly assigned to learn decimals using the 1978 materials and the second class assigned to learn decimals using the 1992 materials. The experiment lasted about 10 weeks. No statistically significant differences were found in the means of the two treatments in achievement by grade six pupils in computation, understanding of concepts, or story problem solving. It was found, however, that the relatively small differences between the means of two treatments always favored the revised materials. Teachers also identified strengths and weaknesses of the new curriculum materials.
