ProblemIn Colombia, higher education plays a relevant role in developing human capital and equity, giving everyone the opportunity to access higher education. In particular, the government has been supporting public and private universities to open campuses in rural areas where guerrillas, the mafia, and paramilitary groups were fighting the government to dominate the territories. In 1995, the government of the State of Antioquia officially established the regionalization of higher education as a strategy to promote higher education in disadvantaged regions. The Universidad de Antioquia (Universidad de Antioquia) adopted that strategy as part of its development plans during the last 28 years. The region of Uraba is one of the areas where the war left thousands of deaths, people{A0}displaced by the violence, farmers' loss of land, and poverty across the region. It was in the University's best interest to measure the results of the regionalization of higher education in the regions, particularly in the region of Uraba. The purpose of this study, therefore, was to find whether the regionalization of higher education contributed to human capital development and improvement of equity in the region of Uraba.MethodA multiple correspondence analysis and a VAR model were conducted to support the possible relationships between the variables to answer the research question: Is there a relationship between the regionalization strategy of the Universidad de Antioquia and the development of human capital and the improvement of equity of the region of Uraba? In addition, structural equations modeling was used to analyze the correlation of the variables. The data analyzed was secondary data obtained from the Universidad de Antioquia alumni database with information from 1996 to 2016.ResultsThe findings of this study supported the assumption that the model of the regionalization of Universidad de Antioquia has contributed to human capital development and the improvement of equity in the region. The model shows a direct relationship between the regionalization of higher education and equity and an indirect relationship with salary increases for alumni. Enrollment and access to higher education for men and women did not show a significant difference. The regionalization project of the University has contributed to equity through the increase in access to higher education in the regions. Students from low social income families still struggled to find{A0}a place in public or private universities. This is evidence that there is a need to continue with this strategy and also that the national and local government must invest additional resources to expand the coverage of tertiary education in the regions.ConclusionIn conclusion, based on the results of this study, the Universidad de Antioquia and its project of regionalization of higher education has been a factor of development for the region of Uraba. The relationships between human capital development and equity improvement with regionalization are evidence of the contribution of the project to a region that requested help after decades of war. I propose the implementation of the regionalization model of the Universidad de Antioquia in other states and regions of the country in order to minimize differences in human capital development and equity.

En Colombia, la educacion superior juega un papel relevante en el desarrollo del capital humano y la equidad, brindando oportunidades de acceso a la Educacion Superior para todos. En particular, el gobierno Colombiano ha estado apoyando a universidades publicas y privadas para que abran campus en areas rurales, donde la guerra entre la guerrilla, la mafia y los grupos paramilitares luchaban por dominar los territorios. En 1995, el gobierno del Estado de Antioquia establecio oficialmente la regionalizacion de la educacion superior como una estrategia para promover la educacion superior en regiones desfavorecidas. La Universidad de Antioquia, adopto esa estrategia como parte de sus planes de desarrollo durante los ultimos 28 anos. La region de Uraba es una de las zonas donde la guerra dejo miles de muertos, personas desplazadas por la violencia, la perdida de sus tierras por parte de los campesinos y la pobreza en toda la region. Era de interes de la universidad medir los resultados de la regionalizacion de la educacion superior en las regiones, particularmente en la region de Uraba. El proposito de este estudio, por lo tanto, fue encontrar si la regionalizacion de la educacion superior contribuyo al desarrollo del capital humano y al mejoramiento de la equidad en la region de Uraba.Se realizo un analisis de correspondencia multiple y un modelo VAR para sustentar las posibles relaciones entre las variables para responder a la pregunta de investigacion: {phono}{BF}Existe relacion entre la estrategia de regionalizacion de la Universidad de Antioquia y el desarrollo del capital humano y la mejora de la equidad en la region de Uraba? Adicionalmente, se utilizo el modelo de ecuaciones estructurales para analizar la correlacion de las variables. Los datos analizados fueron datos secundarios obtenidos de la base de datos de ex alumnos de la Universidad de Antioquia, con informacion de 1996 a 2016Los hallazgos de este estudio respaldaron la suposicion de que el modelo de regionalizacion de la Universidad de Antioquia ha contribuido al desarrollo del capital humano y la mejora de la equidad en la region. El modelo muestra una relacion directa entre la regionalizacion de la educacion superior y la equidad y una relacion indirecta con los incrementos salariales de los egresados. La matricula y el acceso a la educacion superior de hombres y mujeres no tuvieron una diferencia significativa. El proyecto de regionalizacion de la Universidad ha contribuido a la equidad a traves del aumento del acceso a la educacion superior en las regiones. Los estudiantes de familias de bajos ingresos todavia luchan por encontrar un lugar en universidades publicas o privadas. Esto es evidencia de que existe la necesidad de continuar con esta estrategia y tambien que el gobierno nacional y local debe invertir recursos adicionales para ampliar la cobertura de la educacion terciaria en las regiones.En conclusion, con base en los resultados de este estudio, la Universidad de Antioquia y su proyecto de regionalizacion de la educacion superior, ha sido un factor de desarrollo para la region de Uraba. Las relaciones entre el desarrollo del capital humano y la mejora de la equidad con la regionalizacion son evidencia de la contribucion del Proyecto a una region que reclamaba ayuda despues de decadas de guerra. Se propone la implementacion del modelo de regionalizacion de la Universidad de Antioquia en otros estados y regiones del pais, con el proposito de minimizar las diferencias en el desarrollo y equidad del capital humano.
