The primary goal of public education systems is to have students graduate from high school with a diploma prepared to enter college or the workforce. Meeting that goal for all students has long been a challenge for schools across the county. The graduation rate for all Maryland students was 87%, but for students with disabilities, the graduation rate was only 68%, leaving them behind their non-disabled peers. Students who earn a high school diploma have higher lifetime earnings, lower incarceration rates, lower rates of substance abuse, and are less likely to need public assistance. This case study examined the impact of participation in career and technology education (CTE) programs for students with disabilities. This case study included an analysis of ex post facto historical graduation data, a document review, and semi-structured interviews with CTE teachers, high school guidance counselors, and administrators. The primary findings of the study revealed a 45.9% higher graduation rate for students with disabilities who participate in CTE courses than those who did not participate in CTE, identified key characteristics of effective CTE programs, and puts forth recommendations for administrators to maximize the effectiveness of CTE programs.
