Guiding principles for effective curriculum implementation, staff development and school-based management were developed and validated and examined for their implications for the nature and delivery of school district services in large urban school districts. School administrators, area superintendents, and central office administrators in the Vancouver, British Columbia, school district were surveyed to determine levels of agreement and implementation. The data were analyzed by themes. Groups agreed with the research base but central staff favored a central focus and control while school administrators favored decentralization of resources and accountability. The district should decide the "what" and the school the "how". New roles and responsibilities are required, particularly for district staff, who should be both curriculum and organizational development specialists, working closely with school administrators in specific school improvement projects. Area superintendents should provide leadership and monitor school performance. District services should be evaluated by users. Specific recommendations are made for improving district services, for action and for further research.
