The Problem. It was the purpose of this study to identify and describe the competencies needed by department heads as perceived by department heads in the areas of curriculum development, curriculum implementation, and curriculum evaluation in the School District of Philadelphia. The data presented in the study were obtained from 85 heads of departments of English, foreign languages, mathematics, science, and social studies in 17 comprehensive high schools, three vocational schools, and two academic high schools, grades 9 to 12 or 10 to 12, in the School District of Philadelphia. Procedures. Data were gathered from the department heads by use of a two part structured questionnaire. Part I of the questionnaire contained 30 closed statements with 10 statements dealing with each area of competence: curriculum development, curriculum implementation, and curriculum evaluation. Part II of the questionnaire included questions related to the number of students in the respondent's school; the number of teachers in his or her department; the number of years the respondent worked in his or her present position, and the educational background of the respondent. Responses to the competency statements were recorded on a Likert scale, and data were reported in nominal, descriptive, categorical frequencies. The findings were reported in terms of percentages to facilitate comparisons. General Findings. In seven instances 90 percent or more of the respondents agreed or strongly agreed with particular competencies in the area of curriculum development. Similarly, in the area of curriculum implementation, five competencies revealed a more than 90 percent agreement rate. However, in the area of curriculum evaluation, only two competencies showed an agreement rate of more than 90 percent... (Author's abstract exceeds stipulated maximum length.
