The purpose of this qualitative study was to describe the process of developing a bachelor's degree program in business in partnership with an American university for a college located in Malaysia. According to the literature, the process for creating international partnerships is unclear (Dai, 2019; Gieser, 2015; Kosmutzky & Putty, 2016). This study aimed to address this gap in the literature by describing this process. This central question guided the research: What is the process for creating an international partnership program for a college located in Malaysia? The participants in the study were all employees at a college in Malaysia and were selected because of their involvement in creating an international partnership program. Individual interviews constituted the primary source of data collection. The findings revealed that some steps in creating the international partnership program are clear and well described. However, other steps involve actions that must change and adapt to an unknown environment. Implications for practice included recommendations for engaging with government officials who can assist with identifying partner institutions and engaging with partners with flexibility and accommodation when appropriate.
