This research contributes to the literature by investigating the patterns and apparent motives of China's state-owned and state-sponsored global telecommunication (hereafter telecom) expansion. The research identified four innovation factors and four multinational enterprise (MNE) activity seeking investment factors that help explain China's global telecom expansion. The innovation factors examined were labor, capital, government, and culture; and the MNE activity-seeking investment factors examined were natural, market, efficiency and strategic asset. These eight factors, along with data from China's telecom industry and extant innovation and MNE literature, helped support an integrative Five-State Global Telecom Maturity Model (Telecom Maturity Model) suggesting that global telecom investment can be measured in maturity stages. It is argued that the global telecom maturity model may be used in the future by MNE firms to enhance their global telecom management capability and strategy. The telecom maturity model may also be used by host-countries to measure a telecom provider's foreign direct investment (FDI) maturity-level in their country. Using an evidence-based research (EBR) approach that included systematic reviews of research studies, case studies, and analyses of data previously collected, the findings are conclusive that China's global telecom expansion strategy is planned, mature and intrinsically linked to its national economic strategy.
