Thesis (Ph.D.)--The Pennsylvania State University, 1990.
The purpose of this study was to identify the attitudes toward and needs for in-service update training for vocational trainers in public training centers in Taiwan, the Republic of China (R.O.C.). Lacking natural resources, the well-trained labor force has been Taiwan's most valuable resource, and Taiwan's government has invested extensively in education and vocational training to promote the quality of its labor force. To keep the vocational trainers competent is to promote Taiwan's labor force. The population for the study consisted of 561 trainers from 11 public training centers in Taiwan. It was expected the study would assist in determining trainers' attitudes and needs, a comprehensive update training policy, future training trends, and general performance of training institutes.Subjects--Topical Terms:

Analysis of the data revealed that most trainers had positive attitudes toward update training, and most trainers would like to participate in future update training. Most trainers indicated their primary and perceived training needs were acquiring technical skill/knowledge, acquiring instructional techniques, and professional development. Most trainers believed that technical skill/knowledge oriented training was and would be more helpful to their jobs. Most trainers were concerned with equal access to update training, expense reimbursement, and clearly defined training plans stated in a comprehensive policy. Most trainers preferred update training offering actual hands-on experience.

The major recommendations were to create or modify a comprehensive update training policy, to identify and specify trainers' roles and responsibilities in developing update training, to assess current update training programs, to assess the training administrators' attitudes and needs regarding update training, and to improve the general performance of the Tai-sun training center.
