The purpose of this study was to explore the perception of the ideal and actual role of elementary school counselors held by elementary school principals, counselors and teachers in Central Taiwan. The data were collected with a Likert-type questionnaire titled "Ideal and Actual Role of the Elementary Counselor (IAREC)" developed by the researcher based on a thorough review of available literature in both the USA and the ROC and the researcher's experience of personal contacts with elementary principals, counselors and teachers in both countries.Subjects--Topical Terms:

The purpose of this study was to explore the perception of the ideal and actual role of elementary school counselors held by elementary school principals, counselors and teachers in Central Taiwan. The questionnaire was distributed to 45 principals, 45 counselors and 180 teachers of the 45 sampled public elementary schools in Central Taiwan. A 92.6 total response rate and a 89.6 usable response rate were achieved.

The data were analyzed by using Descriptive Statistics, Paired t-Test, One-Way ANOVA, Scheffe Post Hoc Comparisons, Factorial Design and Factor Analysis. The major findings were as follows: (1) All three groups believed that elementary counselors should and actually do perform most of the roles listed in the IAREC. However, they were uncertain whether elementary counselors should or actually perform in the Discipline role. (2) Both principals and teachers agreed that elementary counselors should be and were actually involved in the Teaching role. Counselors were uncertain whether they should perform in the Teaching role; however, they reported they actually do perform this role. (3) A significant difference existed between the ideal and actual role perceptions held by principals and counselors in 5 of the 11 subscales, and in all of the 11 subscales of the IAREC for teachers. (4) A significant difference existed among principals, counselors and teachers in their perceptions of approximately half of the 11 Ideal and Actual subscale roles in the IAREC.

The results indicate a need for a clearer definition of the elementary counselor's role through better training and communication. The implications of the findings and both the research and program recommendations are also discussed.
