Postsecondary and secondary educational institutions should do more to influence rural students to pursue postsecondary education. The primary purpose of this research study was to investigate school counselors and their role in encouraging rural students to pursue a postsecondary education. In addition, secondary purposes were to clarify barriers rural students face when making the postsecondary decision, as well as explore intervention strategies used in school counseling programs when conducting post-high school career and educational planning.

The study's population (N = 165) was all Kentucky public high school counselors in school districts located within "target counties" as defined by the Kentucky Council on Postsecondary Education's report entitled, "Action Agenda 1999--2004" (1999). The participants were sent an internet-based survey via email, and subsequent postal mailings were conducted with all nonrespondents. The survey contained primarily close-ended questions; however, there were several open-ended questions included to gain more in-depth insight. Upon conclusion of the survey and documentation of its results, phone interviews were conducted with two school counselors, and one district superintendent.

Results showed that there were several barriers rural students faced when making the decision to pursue a postsecondary education including financial limitations, lack of parental support, compromised expectations, lack of understanding the value of postsecondary education, and fear of leaving home.

One finding was that school counselors viewed their role in encouraging rural students to pursue postsecondary education as important. They reported, however, having limited time to conduct intervention strategies designed to encourage students to pursue postsecondary education. This phenomenon was a consequence of counselors being required to perform administrative and clerical activities (e.g., filing, scheduling, data entry, lunch room duty, etc), therefore limiting the time available to conduct student-centered activities.

Implications from this study include the need to identify and evaluate the most effective strategies to (a) encourage rural students to pursue postsecondary education (through newly developed innovative strategies), (b) inform parents and students of the value of postsecondary education, (c) address the issue of student fear of leaving home to pursue education goals, (d) heighten the interest of rural students and parents in post-high school planning, (e) form collaborative relationships amongst postsecondary and secondary education institutions to influence rural students to pursue postsecondary education (particularly through the personal connection between the education institutions and rural students and parents), (f) communicate to rural parents the opportunities for federal and state financial assistance with postsecondary education, and (g) enhance the academic experience to best prepare students for postsecondary education in an effort to decrease their fear of failing, and increase their expectations to succeed. In addition, for the strategies just mentioned, there is a need to identify effective evaluation tools in assessing their success in influencing rural students to pursue postsecondary education. Finally, there is a critical need to clearly define the school counselor's role to maximize the value they add to students.
