We believe the general aim of education is for national development. China has a recorded history of education of over two thousand years but in terms of development, is still at a relatively low level. This presents both a paradox and a crisis in education. What is responsible for this malaise in the education system of China, especially during the period of Mao's rule? Educated in Confucian Chinese tradition, Mao was later converted to a Western philosophy called Marxism. If Mao should shoulder the responsibility for all the educational problems in China during the period 1949-1976, we would like to know, through comparative examinations of Confucianism, Marxism and Mao's theory and practice in education, the answer to the question that serves as the title of this paper.

Mao is at best a Marxist in theory if not a pseudo-Marxist in essence. His education policies served a goal more in line with Confucianism than Marxism: the creation of "proletarian successors." This emphasis on the training of loyal people for the maintenance of rule is reminiscent of the Confucian goal of education: the nurturing of junzi or the superior man, whose mission in life was to insure that dao or the Way was followed.

Due to this lopsided emphasis on moral training of the recipients of education, the general aim of education, which should be the improvement of the quality of life, is neglected or sacrificed. This led to China's stagnation and non-development in the past.

The suggestion that Mao was anti-Confucius was a misunderstanding. He may have attacked Confucianism, but the attack itself, ironically, was prompted by a utilitarian concern that was so Confucian: the consolidation of power. In the long run Mao, like all other rulers before him, realized the stabilizing power of Confucianism and practiced it in the Chinese education system from 1949 to 1976.
