Data were gathered on questionnaires mailed to 818 randomly selected elementary schools in the Republic of China. A 79% return or 802 forms provided the data for analysis.

Some major findings were: (a) full-time music teachers were too few and were found in only a few large schools; (b) music teachers stated that being self-taught and having in-service training were more effective than having professional education courses and musical counseling; (c) lack of equipment and too much administrative work greatly interfered with music teaching; (d) the main purpose for music teaching was "to improve children's love and appreciation of music," (e) the most popular activities were music reading, beating time, and singing, while difficult activities included playing Chinese instruments, aural training of harmonic patterns, and creating melodies; (f) eclectic and Orff teaching approaches were favored; (g) limited music time prevented teaching all national music text materials ascribed; (h) music textbooks were not well designed while music instructional guides were helpful to teachers; (i) students' music grades were often based on scores on music theory tests and learning attitudes; and (j) the majority of teachers were not satisfied with their abilities to teach music.

Recommendations are to (a) establish music education departments in every Teachers College; (b) create a cadre of full-time music teachers in all elementary schools; (c) restructure course and credit hour requirements to improve music teaching skills and include studies in Chinese music; (d) expand in-service training opportunities in music; (e) investigate innovative music teaching techniques; (f) involve playing, listening, and creative activities in music education; (g) improve textbooks, evaluation procedures and music facilities, and (h) strengthen music teaching abilities of teachers.
