The promise of information communication technologies (ICTs) as development tools have influenced the Chinese government's commitment to 'informatize the countryside.' This paper uses institutional theory to understand the relationship between agricultural cooperative membership and ICT adoption and use by apple farmers. Semi-structured questionnaires were conducted with Chinese apple farmers to assess their general and agricultural ICT use, in addition to key informant interviews and participant observation. Analysis was conducted on 318 surveys from three prefectures in Shaanxi and Gansu provinces. Analysis indicates that institutional pressures occurring at the macro or government level lead to regulatory imitation, while meso-level cooperatives face normative pressures and individual farmers' actions are influenced by mimicry. Chinese apple farmers that are members of a cooperative have greater access to apple production experts and are significantly more likely to own a computer and use cellphones to get agricultural information. Non-member farmers rely more on friends and family as a source of information and use ICTs less. Institutional pressures within and surrounding cooperatives influence ICT adoption and use. Findings indicate that working with cooperatives can improve farmer-friendly content and ICT adoption and use.
