The government's university policies in the post-Mao China are evaluated on the basis of a set of criteria formulated from the descriptive theory of a university and China's constitutional constraints. After carefully examining the government's university policies in the post-Mao era, I conclude that they are unjustifiable according to the above-mentioned criteria. First of all, the government's policies on university goals are ill-formulated: they demonstrate a very partisan and utilitarian orientation with regard to university knowledge; they also diminish the university's critical function and smother student's independent thinking. Secondly, the government's policies towards academic freedom are repressive: academic freedom, if there is any, is considered a favor granted by the regime, but not a constitutional right possessed by university members; academic freedom is only allowed when the status quo is not challenged; and in dealing with dissident ideas, the regime has often resorted to coercive measures. Thirdly, Chinese universities suffer from rigid Party control. The role of teachers, students, and administrators is not considered as primary as it should be. Based upon the given evaluation, I propose some changes in accordance with an ideal model of a university as well as the Constitution of China.Subjects--Topical Terms:
