This study investigated the role of organizational culture change in effective strategic planning. An action research design was used to compare the organizational culture of a department in a community college prior to implementation of a strategic plan to the culture after implementation of a strategic plan. The study used the Organization Culture Assessment Instrument (OCAI) to measure the current and preferred culture prior to the intervention and the current and preferred culture after the intervention. A focus group discussion was used prior to the intervention to triangulate the results of the first assessment and clarify the preferred organizational culture. Based on the pre-intervention data, a combination of Clan and Adhocracy cultures was preferred. The results indicated a statistically significant difference between the mean composite scores for the Clan culture. In addition, the Adhocracy culture increased but was not statistically significant. It was determined by building the desired culture characteristics into the strategic plan it was possible to determine how the organization should change to support a strategic plan and to create the desired culture shift within the organization.
