This dissertation introduces, examines, and analyzes the development of basic education in China. In particular, it focuses on the governance and financing of 9-year compulsory education in the contexts of socioeconomic transformation and international parity. The 4-domain and 4-level policy structure is used to analyze governance of basic education in the policy domains of formulation and consultation, adoption, implementation, and monitoring at the national, provincial, county, and school levels. The basic education financing system, especially budgetary allocations, resource generation, and the newly appeared education taxation system, is analytically described and critically studied.

The dissertation also studies diversity of education by examining the Hope Primary Schools, private schools, and minban teachers, which are managed and funded, to a great extent, outside the Ministry of Education (MOE) system. Additionally, it analyzes the development of basic education for women and minorities, particularly the gender gap of schooling and literacy for women and the dislocation of boarding schools for Tibetan students.

The research has found that, among many others, the education system in reform era, compared to popular education in Maoist time, is segregated, stratified, and biased against the rural, the poor, and the powerless. It is primarily the state's chosen policies that have resulted in serious disparities, inequalities, and inequities between the urban and the rural, between male and female, and between the Han majority and minorities. However, governance of basic education system at local and school levels are, to a great degree, participatory, accountable, and democratic. The largest share of education resources is generated through hyperdecentralization of financing at the relatively resource-constrained local and school communities. Peasant households, particularly those in economically less-developed and educationally underserviced rural areas, form the cornerstones of the relatively successful basic education finance system.

This dissertation has studied a number of significant subjects, including compulsory schooling, decentralization, diversification, the dual-track system, resource mobilization, education taxation, foreign aid, especially assistance from the World Bank, self-raised funds, school-generated funds, school fees, teacher salaries, gender stratification, compulsory education for minority students, boarding schools, education landscape beyond MOE system, Hope schools, private schools, and minban teachers.
