This dissertation examines the persistence of segregated participation by Blacks and Whites in two community centers, an arts center and a sports center, in a small Midwestern town. It seeks to illuminate ways in which perceptions, attitudes, practices, institutional governance, and other conditions at each site foster or impede integrated participation. This was accomplished in an attempt to identify ways to promote more equitable access to arts participation and arts education throughout the community.

This critical case study uses data from institutional documentation, direct observations, interview transcripts, and a formal comparison of the organizations to identify and examine themes related to participation at each organization. The study is positioned within the sociological literatures related to formal and nonformal arts education, critical race theories, cultural hegemony, leisure, aesthetic preference, and institutional practices and power structures. Data analysis from the study demonstrates that both organizations lack a dedication to multiculturalism, both have gradually created these segregated situations through homogeneous networking and a lack of advertisement to other races, both have perpetual needs for funding that contribute to the segregation, and both have maintained the status quo through various means. Recommendations to alleviate these situations are explored in the conclusion of the dissertation.
