This study was undertaken first to assess the perceptions of police officers in a local governmental environment on the relationship between the content of the published police officers' written examination and the actual job duties and tasks being performed, and second to determine to what extent the written examination is a reliable instrument in terms of internal consistency. This study employed a mixture of quantitative and qualitative methodologies. Three years of archived written test data for 661 applicants were quantitatively analyzed and compared to job duties reported by current officers in focus group interviews. Four focus groups consisting of 1 group of police supervisors and 3 groups of police officers at various stages of their careers provided the data for comparison with written test scores.Subjects--Topical Terms:

Written test score distributions reflected a trend of decreasing means over the 3 years for which data were examined. This trend was not apparent in the groups broken down by ethnicity. Score variation increased over the 3 years, as indicated by increasing standard deviations. The distributions were negatively skewed and significantly so as the skewness coefficients were more than twice the value of their standard errors.

Cronbach's Alpha reflected moderately high levels of internal consistency, and the total test showed high reliability over the 3 years. The split-half correlation was relatively stable over all 3 years; alphas for odd/even items differed somewhat for 2000 and 2001, but were relatively identical for 1999. Point-biserial correlations fell within the medium to low values. Twenty-nine items had a discrimination index of 30 or more. An item analysis revealed that 59 of the 100 test questions were answered correctly by 80% of the test takers.

The findings suggested that there is a positive relationship between the written examination and the job duties and tasks identified by the focus group participants, as well as those which are listed on the published job description. Overall, the examination reflected high reliability; however, there may be some problems inherent in specific examination items.
