Corporate governance concepts in the Aboriginal and Torres Strait Islander incorporated organisations have been mainly built around the western theories with no major research done in the area to ascertain its suitability in the cultural context. The objective of this thesis was to explicitly illustrate that the use of corporate governance principles would increase participation and effectiveness in Aboriginal and Torres Strait Islander incorporated organisations. A research problem, three research questions and a corporate governance model were identified and defined.

Upon data collection and data analysis, the following major findings emerged. (1) The various conditions attached to the Commonwealth and State funding rarely considers cultural issues facing the Indigenous organisation. (2) The sampled organisations often do not have access to professional advice on a need basis and rarely had any evaluation of training and on-going knowledge assessment of Directors to maintain currency of the knowledge. (3) There was a clear indication for the need of a separate corporate governance checklist for the urban and suburban Indigenous organisations where the social structures and traditional beliefs are not very strong and a separate checklist for rural and remote area where the social structures and traditional beliefs are very strong.

Consequently, it has been concluded, that (1) Commonwealth and State funding bodies must consider cultural issues facing Indigenous organisations to ensure the success of its programs, that (2) Indigenous organisations must ensure that they have access to professional advice on a need basis and they should utilise the services of the Commonwealth body known as the 'voluntary service to indigenous communities foundation (VSICF)' and that (3) all training activities be conducted properly with assistance sought from VSICF for expert trainers.

Finally, this thesis provides a solid foundation for further study. This will be imperative in order to obtain a deeper understanding of the issues involved.
