A qualitative study was employed at both implementation and policy levels. Various perspectives on globalization and decentralization were gathered from policy makers, policy informants, educators, and parents with a focus on civic values to be learned in school and the effects of decentralization on education. The total number of key informants was 44, composing of 20 parents and 12 teachers and school administrators, 6 policy makers and 6 policy informants.

Evidence found in this study revealed that two kinds of citizens are to be produced: the elite and the obedient. Despite the Thai government's claim to decentralize its education, the government still places emphasis on academic excellence in subjects deemed useful for global economic competition. Thailand also insists on creating loyal and obedient citizens.

In addition, while policy makers have positive views in inculcating both Western values and preserving traditional Thai values, both rural and urban participants differ in their commitments in promoting the two values. Urban participants are more in favor of and show strong commitment in developing Western capitalistic values for their children. In contrast, rural parents, while eschewing Western values, support learning of traditional Thai values.

The study concluded that decentralization of education is used by the state to legitimate the elite and the masses because each constituency pursues its own interests in educating its children. Neither local communities nor the government show commitment to producing informed citizens who participate actively in their socio-political lives.
