An examination of the history of vocational education reform in U.S. public high schools during the 20<super>th</super> century. Critical opinion, both past and present, of the role of vocational education in America's expanding global economy is presented. Issues related to tracking and college-bound programs are explored from the perspective of both supporters and detractors of vocational education reform in America's public high schools. The history, philosophical foundations, and trends in policy of vocational education reform are explored. Likewise, the effects of <italic>No Child Left Behind</italic> and <italic>Goals 2000</italic> on <italic>Perkins Act</italic> legislation is presented. Research probing the possibility of a link between increasing high school dropout rates, rising youth unemployment, college enrollment recidivism, to a decline in support of vocational education programs for the work-bound or non-college bound student is presented.Subjects--Topical Terms:
