The Jordanian government is decreasing its financial support to public universities. As a result, public universities in Jordan have been forced to search for new sources of revenues rather than rely exclusively on governmental financial support. The purpose of this study is to examine the revenues and expenditures at the eight public universities in Jordan for the period 1993--2001. In addition, the current study aimed to examine the costs and benefits of generating revenues from non-traditional sources. The experiences of Yarmouk University and the University of Jordan were examined by analyzing the impact of two innovative enrollment programs, the Parallel and the International Programs. The study relied on both secondary and primary data sources.

The findings of the study showed that the main sources of revenues at Jordanian public higher education institutions were tuition and fees and custom taxes and additional fees. Direct and indirect government support declined significantly over the study period. Therefore, public universities relied more on tuition and fees than revenues generated from government from one year to another. Recurrent expenditures ranked as the main category of expenditures for the entire study period. The amounts allocated to academic research at all public universities were very low. The findings of the study revealed that newly established universities spent more on development activities but less on academic research and scholarships compared with older universities.

The analysis of secondary data showed that Yarmouk University and the University of Jordan generated more revenues after implementing the two programs. In addition, deficits in budget deceased from year to another after introducing the two programs. Based on some outcomes measures, however, the two programs decreased education quality in most outcomes compared with periods before the two programs were implemented. A sample of faculty members was surveyed to assess the impact of the two programs. Consistency in the findings of secondary and primary data was clear. Faculty members reported that the two programs enhanced the financial position of each university but decreased educational quality over time. The current study presents several policy recommendations for improving the performance of higher education institutions in Jordan. Particular attention was given to ways to improve the two programs. Policy implications and future research were discussed in the last chapter of the study.
