This study is modeled after research on the United States Congress in which political science researcher John Kingdon (1997) identified seven major actor variables. In this study they are referred to as Constituency, Interest Groups, Legislative Colleagues, Party Leadership, Media and Research, Executive and State Offices, and Legislative Staff. To help explain voting decisions in the context of education-funding, two actor variables that were not specifically identified in Kingdon's model are added: Outside Colleagues and Internal Belief Systems.

The method utilized for the dissertation was face-to-face interviews. A stratified random sample of 21 House members was interviewed four times over a period of ten weeks. Interviews took place within two weeks of each vote on the four education-funding bills. A series of 13 questions was designed to elicit spontaneous and focused responses to each of the actor variables. Additional questions were asked to identify any conflict between actor variables and the Internal Belief Systems of the legislators. Questions also targeted the level of intensity felt by participants regarding specific issues of each bill, thus establishing a basis for determining the level of importance legislators placed on the actor variables as sources of information.

This study supports the findings of similar studies on the federal, state, and local levels of government. However, there were notable exceptions found in this study. When focusing on the funding of education, Party Leadership, Legislative Colleagues, and Internal Belief Systems were the top ranking actor variables. A surprising finding was that Constituency ranked below most actor variables. With the exception of Executive and State Offices and Outside Colleagues, Constituency had the least amount of total mentions and a determinative importance in only 10% of the voting decisions that were analyzed. In comparative studies, Constituency ranked in the top three for total mentions. An analysis of political party, length of service, and geographic representation by strata was also performed with notable differences in the findings reported.

This study is one of the few on legislative decision making that focuses on a single issue (education funding) and that provides a contextual framework for analysis. The role of the nine actor variables in legislative decision making becomes evident within the context of education-funding.
