The purpose of this dissertation is (1) to trace historically the definition of fiscal responsibility from the 1700s to the present, (2) to analyze and critique the definition's appropriateness to nonprofit organizations, (3) to present an analytical framework of what is meant by nonprofit fiscal responsibility, and (4) to offer a definition of fiscal responsibility for nonprofit organizations.Subjects--Topical Terms:

520 $a The historical approach reveals definitions in terms of balanced or unbalanced revenue and expenditures. The analytical framework demonstrates and illustrates the role of revenue and functional postulates (transformation, allocation and management). Transformation is a set of transitions with the purpose and misson of the organization unfolding, allocation to allot, and management, the impetus which runs the organization. The postulates exist in an environment of rationality and preference. The resultant definition is the rational transformation, allocation and management of finite revenue resources. In conclusion, the practical components of fiscal responsibility are discussed.
