In order to accomplish the purpose of this study, a number of key questions are examined: (1) What organizational structures exist in higher education fund raising programs today? (2) Is there a difference in the predominant fund raising organizational structure among different types of institutions? (3) What institutional characteristics are associated with different fund raising organizational structures?

The study results indicate that among research, doctoral and masters degree granting higher education institutions, a centralized fund raising organizational structure is predominant, while hybrid was the second most common and only a handful of institutions used a decentralized model. When considering the Carnegie Classification of the institution, the data revealed that a majority of masters institutions' define their organizational structure as centralized in contrast to a majority of doctoral/research schools who consider their fund raising programs to be hybrid. The study found that several institutional variables dealing with school size, scope of services, affiliation and classification can be identified as factors that seem to indicate among the institutions surveyed what type of organizational structure they utilize. The data revealed, in general, that schools organized with a centralized development model tend to be masters institutions and smaller than their hybrid counterparts in terms of enrollment, total giving, endowment and number of alumni.

The data also confirms that within a centralized fund raising organization, decision making for all key fund raising is controlled at the top of the organization by the central development operation, from the annual fund to soliciting major gifts to setting cultivation and solicitation policy. The survey data also revealed that in a majority of hybrid organized development operations, the central office remains in control of some aspects of the advancement operations.
