Conceptualized by Dale Parnell in 1985, and funded through the Carl D. Perkins Vocational and Applied Technology Act in 1990, Tech Prep has become an integral part of the academic and technical career preparation of high school students. However, little research existed regarding the perceptions of high school guidance counselors concerning their knowledge and implementation of Tech Prep within Georgia. The purpose of this study was to determine the perceptions of high school guidance counselors concerning Tech Prep. The population included the high school guidance counselors in Georgia during the 2004--2005 school year.

The population included the high school guidance counselors in Georgia during the 2004--2005 school year.

After preparing the survey instrument, questionnaire packets containing survey instruments and letters of consent were mailed to the principal of 342 public high schools in Georgia. The principal was asked to give the survey to the counselor that handled Tech Prep at their school. The survey instrument consisted of demographic data, 22 Tech Prep roles with a Likert scale to rate their knowledge and implementation of the 22 survey roles. Additional data was collected through open-ended questions about the limitations, strengths and counselor perceptions of Tech Prep. One hundred and seventy-six surveys were returned which represented a 51% return rate.

This study utilized the Statistical Package for the Social Sciences (SPSS) for all statistical analysis. Descriptive statistics were calculated and presented for demographics, knowledge of Tech Prep roles and implementation of Tech Prep roles. A t-test was performed to compare the means of the counselor's responses on the 22 survey items about their knowledge and implementation of the survey items.

Study results found that high school guidance counselors in Georgia had knowledge about Tech Prep functions and processes but their implementation of Tech Prep was not at the same level. Also counselors knew about articulation agreements but they were not involved in the developing and implementing the articulation agreements. The researcher also found that counselors knew about Tech Prep conferences but had limited participation in them. The researcher found that Tech Prep had some limitations and strengths. Counselors indicated that Tech Prep was needed in the high school but had not been fully implemented. Follow-up studies should be done with attempts to secure higher participation rates in order to determine if the results are similar.
