The primary question that guided this research was: What does successful community reintegration mean to an African American offender with mental illness? The objective included determining the outcomes and occurrences persons receiving jail-based mental health care considered successful once they returned to the community. The study crystallized the events that this group determined to signify that they are doing "okay" in the community. Are the voices of the consumer being heard or does program staff establish the major goals and outcomes for the participants? The research question clarified several issues: (1) indicators of successful reentry for African American men and women inmates with mental health needs, (2) the services that will help the program members remain in the community, and (3) if there is a congruency of ideas regarding outcomes between the program participants, the persons that are experiencing the social and mental health issues, and the professional staff, the persons that are hired to service them.

In the course of this study both offenders with mental health concerns and jail-based mental health staff participated in the creation and review of a comprehensive list of indicators of success for OMI's reentry. Participants sorted these items into categories that made sense to them, the lot of which led to the creation of a cluster map. This map captured the relationship of these items (indicators of success) to each other, the clusters that emerged for these items, and the relationship of the clusters to each other. Participants also rated each item regarding the relative importance to him or her and how feasible he or she perceived the item (indicators of success) to be achieved once returning to the community.

Participants provided 13 service area needs that include 104 indicators of their success when returning to the community. The resulting concept map may be useful in developing outcome measures and performance indicators to move the service delivery system in the direction of consumer-driven service provision---the client-centered direction that social work proclaims to practice.
