The purpose of this research was to determine the extent to which exemplary school-based enterprises (SBEs) possessed the characteristics of Learning Organizations (LOs). A second purpose was to develop and provide initial validity for an instrument to quantify the LO characteristics of selected recognized SBEs.

This study utilized a mixed method design in which quantitative methodologies (a survey of students in SBEs) were used in conjunction with qualitative methodologies (observations, focus groups, and individual interviews). Eleven exemplary enterprises in 4 different school boards participated in the research with 117 students completing surveys. Triangulation was used at each stage of the data collection process. In the early stages of the research qualitative data from three case studies was used to help validate the initial version of the survey. Subsequent case studies compared qualitative and quantitative data to ensure corroboration of data and increase the validity of the results.

The results of the study indicated that the selected SBEs possessed many of the characteristics of LOs. Furthermore, both students and teachers perceived these characteristics but students' level of perception varied depending on the organization of the program, the age of the program, and the SBE experience of the teacher. The research results also showed that while statistical techniques alone demonstrated only exploratory evidence of validity in the instrument, triangulation helped provide stronger evidence for validity. There was coherence between student responses on the survey, student responses in the focus group interviews, and the researcher's observations of students.

This large mixed method study of SBEs showed that work-based education (WBE) programs in secondary schools can successfully incorporate workplace organization and learning strategies used by LOs. Furthermore, the SBEs in this study enhanced existing workplace preparation programs by providing opportunities to develop relevant skills and by exposing students to the workplace practices and demands of organizations in the New Economy.
