The purpose of this dissertation was to investigate and describe teachers' perceptions of the effectiveness of ESL teaching strategies that help increase the English language proficiency of English Learners enrolled at Internationals high schools in Prince George's County, Maryland. The literature review indicated that a gap in academic proficiency between ELs and their peers continues to exist and that English language proficiency was found to be a significant predictor of ELs' academic achievement. How teachers perceive and describe the effectiveness of ESL teaching strategies used in Internationals high schools that best help increase ELs' English language proficiency is not yet known, hence the study was conducted. Cummins' theory of second language acquisition describes the timeline for ELs to acquire social and academic language and supported this current research. Twelve teachers at the Internationals high school of the total population of about 35 teachers in Prince Georges County, Maryland participated in the research. The qualitative descriptive study used manual coding and thematic analysis to evaluate the data. The research revealed seven themes: (1) effectiveness of visual support strategies, (2) scaffolding and comprehensible input strategies, (3) positive classroom environment, (4) lesson planning and instruction, (5) vocabulary and language domain focus, (6) teacher training, and (7) importance of ESL teaching strategies. The study revealed that teachers' perceptions of the effectiveness of the ESL strategies at the Internationals high schools influence their decisions to adapt their instruction to the various needs of ELs in a heterogeneous setting.
