The purpose of this study was to investigate the censorship of high school social studies textbooks in Alabama during the adoption periods between 1970 and 1980. An investigation of selected textbook publishers and representatives, social studies teachers, the Alabama State Textbook Committee, the Alabama State Board of Education, and special interest groups was conducted. Teachers, publishers, and representatives were surveyed. An attempt was made to examine the records of the Alabama State Textbook Committee. The committee chairpersons of the State Textbook Committee for the two adoption periods under study were interviewed. The Alabama State Board of Education minutes pertaining to the 1974-75 and the 1979-80 adoptions were examined, and interviews were conducted with individuals who had attended private meetings with the Governor concerning textbooks. The major conclusions were as follows: (1) Publishers may fear controversy too much to resist pressure from censorship advocates. (2) Teachers lack experience with the censorship problem, and they lack preparation should they be faced with a battle over academic freedom. (3) The State Textbook Committee works long and hard to select textbooks, and the multiple adoption procedure used in Alabama has earned the respect of many educators. (4) The Alabama State Board of Education cannot best choose textbooks for the large number of school systems in Alabama, and they should respect the recommendations of the State Textbook Committee. (5) Censorship attempts at high levels of government are difficult to resist. Further research should include: (1) an assessment of the effectiveness of the Alabama State Textbook Committee and a study five or ten years from now on the effect of adding the seven lay members, and (2) a study designed to help the schools devise an effective community relations program before censorship proponents attack.
