Teachers' perceptions were studied in this phenomenological research in order to get comprehensive descriptions. Strategies for data collection included a questionnaire, interviews, and reflective essays. Interviews had a semi-structured format and participants were interviewed individually.

Seven English teachers participated in the study. Once all data were transcribed, categories were identified, relationships were established, and interpretations made. Results indicated participants held positive views towards the use of technology within language instruction. They all believed in the motivational aspect technology can offer their students and highlighted the need for continuous training. The data showed that schools have infrastructure barriers, such as lack of Internet access and electricity, as well as insufficient technological resources.

The implications of these results were that all teachers expressed having similar needs and shortcomings in their schools. The infrastructure barriers have to be addressed because they obstruct the teachers' ability to achieve technology integration. Schools should be surveyed in order to identify teachers' needs.

Rewarding teachers with equipment and providing schools with quality Internet access can help make the integration of technology possible. In order to partially solve these concerns, the creation of projects for the establishment of continuous access to the Internet throughout the public education system of Puerto Rico is recommended. The Department of Education should provide the equipment and facilities necessary to have technology friendly schools where the teacher can make effective use of these resources and comply with the NCLB Act.

Some recommendations are the extension of the study to include other settings in Puerto Rico's public education system. The study can be extended to include a higher number of participants. Examination of student's perception of technology in their education and a comparison of those findings with their teachers' point of view is highly recommended.
