Part of what differentiates evaluation from basic or applied research is that evaluation is client-focused: every evaluation involves the exchange of ideas between evaluator and client. As such, personal interactions, especially between the client (i.e., potential users of the evaluation) and evaluator, are important to the evaluation process and ultimately the likelihood of evaluation use occurring. A considerable amount of research on evaluation has focused on the topic of evaluation use, some of which has focused specifically on personal factors that influence use. The aim of this dissertation was to develop a more definitive definition of the personal factor construct than what previously exists. To do so, a two-phase, sequential, mixed methods study was employed.

The first phase of the study included semi-structured interviews with five evaluation theorists, five evaluators, and four evaluation clients. The second phase of the study was an online questionnaire administered to a snowball sample of evaluators (N=129) and evaluation clients (N=24). An experimental simulation was embedded into the questionnaire to test the hypothesis that congruence in evaluation beliefs between the evaluator and evaluation client has a positive effect on perceived use of evaluation results.

The interviews reveal a reframing of the personal factor as a potential process of openness, understanding, valuing, and engagement with an emphasis on the interpersonal. The results of the second phase of the study, in particular the results of a principal components analysis (PCA) support the aforementioned stages, with the valuing stage receiving higher mean ratings than the other stages in terms of perceived importance to increasing the likelihood of instrumental use. The results of the experiment show that congruence of evaluation beliefs has a positive effect on both the individual's receptivity to the other person's ideas and perceived use of evaluation results.
