Primary leadership research focuses on leadership construction based upon the skills, characteristics, behaviors, traits of the leader or from the interaction between leaders and followers (Meindl, 1990, On leadership: An alternative to the conventional wisdom; Meindl, 1995, The romance of leadership as a follower-centric theory: A social constructionist approach; Schyns, Meindl, & Croon, 2007, The romance of leadership scale: Cross-cultural testing and refinement). In contrast, the romance of leadership is an evolving theory with a different viewpoint of leadership construction. The romance of leadership theory stems from analyzing follower-centered perspectives to determine social construction of leadership (Meindl, 1995, The romance of leadership as a follower-centric theory: A social constructionist approach). Understanding follower-centered perspectives, specifically how those social constructs build a perception of leadership, enables the expansion of the leadership theory and provides researchers and practitioners with a holistic view of leadership construction.

This study addressed a significant gap in the romance of leadership research in regards to the federal government setting. Specifically, this study explored the romance of leadership theory by testing the federal government employees' perceptions of leadership and how those views trend among employees by level, tenure with the federal government, and time within the employee's current position. The analysis followed a general linear modeling approach. The data are secondary and is publically available data from U.S. OPM Federal Employee Viewpoint Survey (FEVS; 2011). Overall, the research findings indicated that there are statistical differences in the perceptions of leadership between federal government employee levels, time with their current agency, and tenure with the federal government. This study contributed to the field of research and theoretical aspects of the romance of leadership theory by examining a sample of U.S. federal government employees' perspectives.
