Managing health services is one of the most challenging, consequential, and complex roles in modern society. The challenge is to provide affordable, appropriate, and high-quality services in the face of many obstacles. It is a consequential role because many management decisions ultimately affect the quality of life of individuals and of the community (Filerman, 1989). The people who lead this health care industry into the 21st century will need to be wise, adaptable and visionary.

Nationwide, there is a need to improve health care management skills. To enhance the management, financial, and administrative skills of health care professionals who will manage this care, the researcher proposed and developed a social action project to demonstrate excellence (PDE) for implementation in the form of a new Master's Degree in Health Services Management Curriculum for a University Setting. Following research of the historical, critical, and theoretical implications for developing a new curriculum, the researcher field-tested the proposed course offerings. The researcher presented an evaluation of the course. This social action project demonstrating excellence is a significant and original contribution to human knowledge in a situation requiring action.

The literature review in Chapter Two provides: (1) a broad view of the basic need for health care services management education to align with contemporary issues, (2) a determination of the role delineation of the future health care services manager, and (3) an evaluation and suggestions for a curriculum suitable for development and implementation in a master's program for managers. Chapter Three discusses the researcher's data collection plan and methodology of research.

Chapter Four provides analyses of the data. In their written responses the respondents indicated that their focus for education centers on new quick-fix solutions for financial and strategic plans. The researcher believes what they need now is leadership. It is the leader's responsibility to determine and declare what the organization stands for, to establish the morality that becomes the standard for others, and to declare this in clear and inspiring terms.

Based on empirical knowledge, the literature review, and the survey results of this project the researcher concludes that: case study, simulation, and practical experience are vital in the education of health services mangers. In addition, learning need not be bound by the limits of the classroom. The manager trainees can learn without the presence of a teacher. The researcher proposes that educators can create a curriculum that will bridge the gap between theory and practice by the addition of a residency as an optional or elective experience.
