The main objective of this research is to look at how States view the role of the International Atomic Energy Agency (IAEA) in the negotiations of the JCPOA (Joint Comprehensive Plan of Action). The reason this role is so crucial to understand, is to see if international Organizations (IOs) can further peace and stability in the world. The data that is used is the extra-budgetary contributions from States and the statements given during the General Conference. The other data looked at is the communications summited to the IAEA for distribution by States. The data is then run through three models derived from the theories of realism, liberalism, and the garbage can theory. Model one derived from the realist perspective says that the IAEA is just an instrument of the major powers. Model two derived from the liberal perspective assumes that the IAEA plays an autonomous role in agenda setting and rulemaking. Model three derived from the garbage can theory says that the IAEA is organized anarchy. The results from the findings are that the P5+1 who accuse Iran of breaking international rules assume that the role of the IAEA is an autonomous actor except for the United Kingdom. Iran who is being accused of violating international rules sees the role of the IAEA as a tool of the State and that also changes based on their own needs. A factor for this is that Iran and the West have ideological differences and a historical past which is full of mistrust and failed long-term understandings of international rules of non-proliferation.
