There is an ethical void in the practice of the human service professions (medicine, social work and education) created by an overemphasis on technical rationality. Caring, described as a feeling of empathy and concern for others, is seen here as the missing element. An ethic of caring in human service presupposes a nonpaternalistic relationship based on mutual respect and dialogue. Nel Noddings' concept of caring as a feminine ethic is examined in detail. Noddings criticizes traditional ethics for being formalistic and abstract and for failing to include feelings of connection with others. Caring is seen by Noddings as an ethical ideal grounded in the memory of caring and being cared for, and is characterized by relationality and responsiveness. She provides a detailed account of the responses of the "one-caring" and the "cared-for," emphasizing that the cared for must be immediately present and must respond in some way to the caring.

Two questions are raised here. Is it necessary to postulate a unique feminine voice in ethics, creating a dichotomy based on gender? It is suggested that Noddings might have adopted some of the concepts of virtue ethics or might have relied more heavily on the relational ethics of John Dewey to support her caring ethic. Secondly, is her concept of a caring ethic too narrow when limited to those who are encountered in person and can be cared for directly? It is suggested that for caring to influence service in the public sphere, it must be more broadly conceived and must go beyond proximate others.

In conclusion the question of how caring can be practiced by individuals and institutions is raised. While institutions as such cannot be said to care, they can create an atmosphere which supports caring by making relationality central to service. Only in a caring community where connection with others is emphasized is it possible for professionals to act in a caring way and foster the growth which is the ultimate goal of service.
