The relationship between the Federal-State Vocational Rehabilitation agency and community colleges serving students with disabilities has existed for more than twenty years. Although the Federal-State Vocational Rehabilitation agency and postsecondary education are two distinct entities with different missions, they both serve the same population of disabled students. To effectively train and prepare people with disabilities for employment, what are the elements of success for a collaborative program between Federal-State Vocational Rehabilitation agency and postsecondary education institutions? This research study investigates the interagency collaborative work between community colleges and the Department of Rehabilitation, with an emphasis on effectiveness for preparing people with disabilities for employment.

520 $a This case study is based on a single-case design describing the functions of a Workability III program and the experiences of the program staff. The study utilized qualitative methods to explore the perception of effectiveness held by participants of the Workability III program. To explore the research participants' perceptions of program effectiveness, interviews were conducted with participants from various employment levels. Research procedures used in the study include dialogue interviews of open and closed ended questions, and text analysis. Interview question responses reveal whether existing collaborations were effectual and why. The research participants' perceptions were helpful in indicating how and why collaboration can work. Findings of the research indicate that collaboration may be perfected and finalized on paper through a contract, but effectual execution of the process is very much dependent on having qualified personnel in place.
520 $a From the two main research questions, four generative themes emerge and are explored in the study. The themes are: (1) Program success factors, (2) The collaborative strategies, (3) Workability III program policies and practices, and (4) Program improvement and future challenges. The themes were referred back to the original transcript to corroborate their accuracy.
520 $a In light of recent legislation mandating public higher education institution to collaborate with other public agencies, it would be prudent for agencies to consider how to best implement the laws that drive the institutional collaborations. There is a dearth of studies that investigate effectiveness of the Federal-State Rehabilitation agency collaborative process and its impact on postsecondary education. Consequently, there is a need for further research in this area.
