This case study focused on a rural kindergarten through eighth grade (K-8) school in Missouri with a high incidence of students from poverty. Despite the challenges of accountability from No Child Left Behind and state accreditation, the school achieved Distinction in Performance for five consecutive years. Data gathered included field notes from school visits, transcripts of interviews and focus groups with stakeholders, and a collection of internal and external documents and artifacts. Data were coded and analyzed. Four themes emerged: understanding the rural school and student, setting expectations and demanding accountability, providing resources, and developing collaboration. Within the limitations of the study, the conclusions suggested ten leadership behaviors of superintendent/principals in small, rural schools.

This study calls for additional research of the K-8 rural school, of the educational needs of children in poverty, and of the effects of consolidation. Implications for practice include potential impact on leadership training and mentoring programs in colleges and state leadership programs.
