This descriptive study identified the use of selected outcomes assessment processes in twenty four regionally accredited Illinois baccalaureate nursing education programs. An outcomes assessment survey was sent to the chief academic officer (or designee) of the institutions that met the criteria for inclusion in the study. The survey solicited information regarding the use of selected types of institutional plans and kinds of outcomes assessment processes, as well as the time lines for their adoption and the individual who assumes the primary responsibility for these plans and processes. The study determined outcome assessment results that were generated and incorporated as part of the institution's planning mechanisms and used to make changes. In addition, the study addressed the perceived usefulness of the outcomes assessment processes in relationship to program quality improvement, and expended costs in terms of time and money. Additional specific narrative comments were requested regarding key quality improvement changes, main beneficial effects and significant detrimental effects or special challenges of assessment programs.

The findings of this study indicated that most programs currently have well-established institutional planning processes in place, with the chief executive officer or chief academic officer as primarily responsible for most plans. Integration of some or all of these plans into a single plan document was being initiated. Most outcomes assessment processes were in place in the majority of institutions, with academic program review, persistence studies, student self report, and nationally standardized tests as used most frequently. Faculty committees appear to have primary responsibility for most outcomes assessment processes. Most programs use results from assessment processes primarily to make changes related to the academic program and to integrate results primarily into outcomes assessment planning. Respondents perceived most outcomes assessment processes as very useful or useful related both to judging quality improvement and to expended costs.

Suggestions for further research included replicating the study in other regional accrediting areas and at other levels of nursing education programs. In addition, further study according to various nursing program types and characteristics and a longitudinal study design to determine the cost-benefit ratio of outcomes assessment processes would prove useful.
