Collectively, the State Education and State Health agencies bring to the table a wealth of opportunity to reduce the barriers to learning which include the health and mental health issues of children. Addressing the needs of the whole child is essential if children are to reach their potential as healthy, productive citizens. Coordinated School Health Programs (CSHP) is an approach that seeks to coordinate these programs and services for children and families.

Coordinated School Health Programs (CSHP) is an approach that seeks to coordinate these programs and services for children and families.
520 $a This study explored how one state funded by the Centers for Disease Control and Prevention Division of Adolescent School Health (CDC) to implement CSHP, met the challenges associated with joint administration of a state level program at the State Education and State Health Agencies. Typically, state agencies are structured to implement their programs independently. In the case of the CSHP initiative however, the CDC required that both agencies jointly administer this program.
520 $a This interagency partnership was studied through the lens of the Revised Interorganizational Arrangements Model developed by Dr. Barbara A. Intriligator (2004) and explored how the partnership evolved over at least two consecutive CDC funding cycles (10 years). The study looked at how this state created and sustained the Collaborative Infrastructure, Collaborative Leadership, and Collaborative Procedures in their CSHP, and how each has evolved over time.
520 $a There were several conclusions of the study. The first conclusion addressed the importance of adjusting the features of the Infrastructure to accommodate the full implementation and expansion of the partnership. A second conclusion identified that the most significant challenge to the longevity of the CSHP was the identification of revenue sources and the resource allocation process. The next conclusion was that the participants in this study had a compelling moral purpose to provide coordinated educational and health services to children and families. Another conclusion identified the importance of modifying standard operating procedures in each agency to accommodate joint implementation of CSHP. The final conclusion was that the longevity of the state's CSHP could be attributed, in part, to leaders' understandings and willingness to engage in the change process.
